Why does sometimes change the date but not the version?

Attentive users will have recognized that sometimes the date (see the download page) changed but not the version number. They are then not sure if they shall install the update version or not.

The reason therefore is the following: Some changes on a program are not important for already installed programs (e. g. changes on the way to license the program or very little changes like corrected miss spelled words).

It can also be changes on the setup which are not interesting for already installed programs too. In such cases it will be published an updated version, but not a new version number. The version number will only be changed if "real" changes of the program were made (see What do the version numbers mean?).
